Problem with modem and windos98se

Here a problem which i find very hard to solve. When dial up to an ISP getting error "The remote pc is not responding" the modem is install correctly, have check for io and irq conflict none what so ever. The isp number is correct also isp server is up, as i have dial from another pc to test isp. Change modem and still same problem. Both of the modem tested on anoter machine and it work fine. So my question is? is this an OS problem or hardware?. Im leaning toward the OS side of thing

Sure nothing wrong with ur modem... I think u need to either install, or recover(recovery cd) it over. Why? I had problem before like u, I try everything, it was wasted. ...All I did was recovering from the "recovery cd"! It worked.

try slowing down your connection speed in the modem properties to 56k or less.

also, remove and reinstall your dial up adapter in the network properties.
