Problem with IP address conflicts

I have come across a rather annoyign problem that no-one I have spoken to seems to have any real solution to.
With DHCP being using on the PDC to assign IP addresses etc automatically both Win95B, Win95C and Win98SE machines bring up a variation of the following message:
The system has detected a conflict for IP address 203.31.6.177 with the system having hardware address 00:00:E8:DC;F7:AE the interface has been disabled.

I tried releasing all leases using winipcfg and deleting the lease on the DHCP server and even adding it to the list of exclusions, but the Win9x computer still tries to obtain that lease. According to DHCP no-one has that lease. I try to statically asssign the same Ip info and it brings the same message but when statically assigned another Ip address it works. Sometimes thereafter (but not always) when DHCP is re-enabled it works again. I have also tried starting and stoppign DHCP, rebooting the server and reinstalling the DHCP server all to no avail.....any ideas. There are no static assignments to the listed addresses and I really need to use DHCp as static address are not practical.
