You can also get there via: Start button/Settings/Folder Options/View.
While you are at it untick: "Hide file extensions for known file types".
Why MS are so secretive beats me...

I had noticed that the folder options got turned off when my computer was infested with a certain VB script virus(don't remember the name) that sent my browser off to some nonexistent geocities site, with an "About:err" text in the browser window title bar.

Is it possible that your network administrator has removed it intentionally? Speak to the Administrator of your network. Even if s/he did not hide the menu item s/he can probably fix it.

ok guys! i've already found 'Folder Options' through Start/Settings/Active Desktop/Custumized My Desktop. but i dunno how to enable/disable it in its original place such as Start button/Settings/Folder Options & Tools/Folder Options. pls let me know how. i knew some virus before that produces large number of 'folder.htt & desktop.ini' resulting HDD lost disk space. could it be the root of my problem? does anyone say something?

Not quite right, I said:
Start button/Settings/Folder Options/View
You then get a box with a list of options.
Under 'Hidden files' you will see these two:
Show all files (so put blob in there).
Hide file extensions for known file types (untick this).
