Problem with COM3, win95..

I've installed an internal IBM Mwave D/F/V modem-soundcard (56k) on COM3, but everytime I try to use a dialup prog. or any other modem use, I get a message saying that there is "no response from modem.." and I can't get a dial tone. I have tried uninstalling and re-installing the software several times. (The soundcard does not work either.) Any suggestions? I have a functioning modem installed on COM2. How can I get my COM3 to work?
Howdy, Best advice get rid or return the junk MWAVE and buy a real modem and a real sound card. The Mwaves are nothing but pure junk.

Remove the modem and com port, may need to reboot. Modem reinstall prep: Goto Start> Settings> Control Panel> Add New Hardware then Next. Don't let Windows search, check No and Next> click Ports(Com&LPT) select Communication Port and Next. Write down the setting recommended. click Next then Finish. DO NOT shutdown. Goto System> Device Manager tab> Ports. Select the port recommended and click Properties> Reesource tab. Check for conflicts. If none reboot. Reinstall modem.
Modem fails to respond: Goto Start> Settings> Control Panel> System> Device Manager tab> Modem> select your modem and Properties then Resource tab. Select Input/Output range and remove checkfrom Automatic Settings then Change Settings.
