I am trying to re-install windows 95 from dos. When i have the d: prompt up and type in setup it tells me that i don't have enough memory avlible. How can i delete some prorams from dos

You problem does not seem to be one of hard-disk space but one of ram memory. I assume that your d: drive is your cdrom drive and that you are booting from the hard-disk?
Edit config.sys to contain only the following:
device=c:\directory\himem.sys
device=c:\directory\emm386.exe
dos=high,umbdevicehigh=c:\directory\cdromdriver.sys ....
replace directory by the directory where your drivers are stored and cdromdriver.sys by your cdrom driver.
Edit autoexec.bat file to contain the following:
c:\directory\mscdex.exe ......
replace directory by the directory where resides the mscdex.exe file and the proper parameters
