Is the printer on the parallel or USB ports? If it's on a parallel connection make sure that it is connected properly at both ends. One rough connection could cause loss of data on one of the 8 bit streams leading to printing garbage ( I have seen this happen).
If you just boot to a command prompt, try sending a plain text file to the printer to see if that works ok. I.e. at the C:\ type:- copy autoexec.bat prn *this will only work on parallel ports as DOS won't recognise USB. If that is also garbage it could confirm a poor cable connection.

I had a similar problem with the HP 648 printer, and the way I resolved the problem was by going into the BIOS and changed the parallel port definition from EPP/ECP to bidirectional or compatible mode. Basically you have to slow down the transmission to the printer because these inexpensive printers can't handle the high speed.
