Preventing IE6 from accessing C:\

Recently,I have been trying to stop Internet Explorer 6 from accessing the C:\ when typed in the address bar and then switching over to windows explorer. So far though with no success. Is there by chance any registry hacks that could prevent this?

Start/Settings/Control Panel/Internet Options/General tab/what is the address of the startpage?
