Power supply fan making annoying noise!

A few days ago, the fan in the power supply on my PC began making developing this strange noise (sounding like an engine of a small truck or boat at medium rev) whenever the computer is turned on. I've manage to stop this noise when I tap the fan at the back but I comes back after a short while.
I don't think there is a mechanical problem with the fan. I have a feeling that the fan could be just dirty, clogged up with dust which probably cause this annoying sound.
Now everytime I turn on the computer that sound is there until I turn the computer off.
What would be the best way to clean the fan? I don't want to do this by opening the power supply after reading the warning labels on it.

Just buy a can of compressed air. Only 3-5 dollars.

Go to radio shack and buy a new fan and install it. If you feel you can not handle it then buy a new powersupply. If the PS overheats you can damage you PC. It is better to be safe and fix it NOW
