I was told that WinXX (any version with IE5.5 or higher) have something in the browser to block pop-up messages, so I wanted to get an idea if anyone in the community heard of anything like this?

You can stop some ads by adding site URL's with a (*.) prefix to your list in internet options/secruity tab/restricted sites. But a popup killer utility is by far more effective and easier to use. I use Popup Defender. It's free and customizable so you can allow sites you want to "popup". Find it with a Google search. Ray
