I have pop-ups that open even when i'm not connected to the internet, how can i get rid of these pop ups?

Download spybot search and destroy, that will get rid of the adware on your PC. Make sure it is up-to-date and then run it. That should get rid of your pop-ups. Also get the latest stinger.exe, you can find it using google. There may be a virus on your PC and this will find it.
Lastly, make SURE all your windows critical up-dates have been downloaded to your PC on 98se and winxp. Then make sure you AV is always up-to-date.

I use to have similar problems but nowhere near as harsh as yours. Spybot and cwshredder took care of those problems. But I was only getting pop ups and dialers online. My friend gets them even when she isn't online. When I'm over there it has to be one of the most annoying experiences. Because all the pop ups freeze the system too much. Everything from burning cd's to opening documents doing searches etc...Everything becomes a hassle. When I press ctrl alt del I notice 2 programs that i'm not familiar with gmt and asm. When i close out the programs the pop up stops. Then maybe an hour later the pop ups begin again--i ctrl alt del and gmt is back. I didnt want to erase her programs because its not my cpu and she's had cpu problems before so she says she will deal with it for right now. I plan on doing more research to see if those programs are needed but if it was my cpu they would have been deleted. So do a ctrl alt del to see if there are any programs that dont belong. On my cpu i still have kazaa lite but i believe it is now discontinued. But i believe her problem came when she downloaded kazaa which i believe installed that pain called "gator".
So to fix your problem I would listen to Peter. My cpu runs very fast for a cpu purchased in 1998. I have very few pop ups. I credit that to my mcAfee virus software which lets me know when a virus or suspicious script has appeared. Also spybot which i haven't had to use since i bought the virus software a few months ago. Also cwshedder handled some problems for me about a yr ago. And finally for online pop-ups my yahoo toolbar with pop up blocker has worked great. Good luck.
