Playing multiple sounds/NetDDe

I rencently reformatted, before doing this I could play multiple sounds at the same time. Now I can't. How can I get it again? Also, can someone explain to me what NetDDe is? I Usually ping 60-70 to the Internet. A couple days ago I started pinging 700-800. At the same time a program started showing up in my "close programs" box called Netdde. I had never seen it before and I've had this computer for two years.
