I am trying to boot an old 98' machine and when I press the power button it just sits on the Manufacture Logo Screen...Any help will be much appreciated...Thanks

With the power UNPLUGGED open the case and remove any cards, such as network, sound, controllers etc.
You can tell which is the video because it will have the monitor cable attached.

This is not really necessary, but it's a good idea to keep track of which card is in which slot. When you go to replace them, put them in the same slot that they came out of. That will prevent the system from re-assigning interrupts.

Are there any beeps?
Next, disconnect the drives.

As it starts from cold [power off] tap the DELETE key and see if you can get into BIOS.
If so, look for an option to reset to defaults.

After the 1st second of startup the keyboard blinks, after that no response from the keyboard....just gateway on the screen...Its like its not getting to the point to get into the bios..Thanks for your time

Try disconnecting the mouse.
If you have another keyboard, try that.

If you disconnected the drives by pulling the cable from the drive, try pulling the drive cables off the mobo, on the off chance that it's a bad cable.
If no change, reseat the power supply cable on the mobo and reseat the video card.

I would suspect that there is a message waiting for your attention but hidden by the splash screen.
Enter bios (F2 as soon as splash screen appears), look for a setting called quiet boot and disable this. Upon restart you will see the information output by bios, and you should hear the beep codes.

I had a similar problem this morning (Windows 98SE).
The start up sequence froze at such an early stage immediately after a single beep code, that I was not able to access the BIOS or floppy drive.Last night I had installed a new LCD monitor (using VGA not digital connection) and drivers, replacing my old CRT. I had also downloaded Norton antivirus and software updates which had demanded a PC restart which I ignored.
This morning the PC wouldn't boot.I contacted a PC technician who advised me to disconnect all drives (CD, CDRW, both hard disks) except the floppy. This didn't help.
As you can guess, swapping back to the old CRT monitor cured the problem.
Now I really am going to get down to doing those backups!

Solution to my non-booting PC problem (see Response No. 17) was that my old and new monitors have USB hubs built in.
When I transferred the VGA signal cable over to the new monitor, I didn't also remove the PC-to-old-monitor USB cable connection.This caused the PC to freeze during initial boot, preventing any access to the BIOS, floppy drive, or even starting in Windows Safe Mode.
Once I had unplugged from the powered USB hub of the old monitor, all was OK.
