pc restarts after VGA display

my pc restarts after showing the VGA information (the brand and memory size) , after that i cant do nothing and the sys. will starts it self over and over. i tried a new CD rom , another Hard Disk and swapped VGA Card with another one ...no help. i have done anything i could do but problem still there. forgot to say something ...power fan and cpu fan work Okay.

Do you hear a series of beeps when it starts?
Is it a manufactured system or custom?
When I see this problem in our shop the first thing i check is connnections of power supply to board, then test power supply to make sure it is not failing. (if voltage drops it can shut sytem off)
