pc hangs during boot sequence ????

my pc hangs for about 30 secs whilst on the win 98 opening screen my hddrive stops working then kicks back to life?? i recently formatted and only put in graphics card but still had same problem as before so i brought a new graphics card thinking it was the drivers or the card itself but alas it still hangs for about 30 secs
i have read the other post earlier about same prob and no i have never had a network card installed
could it be something to do with my bios settings (i have played around a bit with them but still have had no joy only more probs) but anyway any advice would be much appreciated as this is bugging me especially when in a rush
