partitioning usb flash drive

Specs: win98se/fat32
i got a question about partitioning an 8 gig usb flash drive with win98se on it...sort of like trying to have a plug and play operating system...but on that drive only with win98se/fat32. so i could ignore doing a dual boot on my it possible using a usb flash drive of 4+ gigs and put an win98se os on it? any feedback is greatly appreciated.

First off, you need to check in the BIOS boot options that your PC can be set to boot from a USB flash drive.

Also, Windows startup time will be painfully slow using this method, as will starting any of the built-in Windows applications from that flash drive.
