Packard Bell will not read recovery cd......... It gets a Blue screen that says "Please Wait", and thats all. Tried booting with cd-rom, same thing..Machine is 5 years old..

Have you changed your CDROM since you bought the machine?
If so it may be that your recovery software requires the correct CDROM driver.
If NOT then maybe it could either be that the CDROM needs cleaning or the CDROM drive needs replacing. Before doing that try and borrow another CDROM drive if cleaning the CDROM did not work.

A cd-writter was installed several weeks ago.. I tried using the old cd rom, but it did the same thing... Blue screen, please wait, and nothing... So at this point I do not know if its a bad disk, or if their something wrong with the read attributes.. I'm clue-less right now...........

What is the current state of your PC?
What are you able to do?
Does it run at all?
If so will it read other CDs?What is the reason for you wanting to go back to the original state?
A better understanding of your problem may help in assisting you.

I am coming to the conclusion that your recovery CD may be corrupted.
Incidentally PCs can run slow for various reasons. You could try to clean up your system as is in the hope of speeding it up.
Reasons PC can run slow are many but here are few key ones you could consider:
1. Hard drive is pretty full or maybe failing.
2. Hard drive may be defragmented. When did you last defrag?
3. You do NOT have enough memory.
4. Check the processor fan. If there is dust on the fan, you may be able to use compressed air to clean it.
5. You could consider cleaning your registry with something like regclean.
6. You could try adware cleaners and spyware removers (e.g. adaware and spybot).
7. You could try online tuneup sites like http://www.pcpitstop.com/
8. You could un-install unused or unnecessary programs to alleviate hard disk space problems.
9. You could check your run* registry keys for unexpected entries which cause programs to run in background that you may not neccessarily be aware of or want to run at all.
HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\
RunOnce or RunOnceEx or Run etcFinally you could try and get hold of a win98 or Win98SE CD and do a clean re-install instead. However, you would need to extract your licence key from your current install as you will need it during the re-install.
Also you will need to backup your existing data and make sure that you have all your drivers before you start.

Eham,
If you follow Mossadique's 9 steps you should restore your former performance, however, if your still not satisfied you have another option left and that would be to restore your registry to it's original 'first boot' creation. That would wipe clean all the junk, all the 'aol remnants', the leftover registry junk entries that even a registry cleaner will miss, all the nagging programs, files, and more,
You probably have over a thousand AOL leftovers keys in your registry, alone. The only catch is you lose any software you added since the first boot, and your personal data / folders. But you could back that up now on to a CD and or floppies, depending on what hardware you have, and then just reinstall it,
Or transfer what you want to another household computer, very easily done,, brand new CDRW's at Best Buy can be had for $30, so there are lot's of options,
But, it's performance will scream, like it did 5 years ago,
Rather than post that procedure at this point, see how Mossadique's post helps you out, if it still crawls,, , the 'first boot' registry restore would seriously kick it up a notch,
:)

"A cd-writer was installed several weeks ago.. I tried using the old cd rom, but it did the same thing..."
Check the cable to the cd-rom. Sounds like it was installed wrong.
