Packard Bell recovery CD's

I'm trying to help a friend in another state that has a real problem with her Packard Bell PC (950C?) since her son got his hands on it. Whatever he did was causing so many problems she decided to try to reinstall everything fresh by using the "Master Recovery CD" that came with the PC. When she boots up with the CD in the drive, a blue screen that says "Please wait" is displayed but nothing ever happens. We tried to bring the PC up in safe mode and we get as far as displaying the Wallpaper with no taskbar or desktop icons before a window is displayed with the message (Explorer) "has performed an illegal operation ....". We don't have a clue what to do from here. I know this isn't much to go on, but any ideas?

Take a look at this. Scanreg /repair might be your best option.

I don't see how we can run this because the PC never gets far enough in the boot up to display the taskbar. Therefore there is no Start button.

What version of Windows was it?
Generally the Scanreg /repair type options are run from DOS and you use an Emergency StartUp Floppy to run it, never booting to Windows until afterwards.
Does friend have a StartUp Floppy? or use of another computer (friend's, etc.) that she could download (and run)the StartUp floppy .exe file from bootdisk.com, to create a StartUp Floppy?

Success. Friend found an old start-up disk from Norton and was able to run some "unformat" program that then allowed her to use the Packard Bell "master recovery CD's".
