Try your system file checker,see if it will repair the file for you .Or go to your Control Panel,and internet icon add/remove programs .click remove ie5 it will give an option to repair ie5 or in your tools in outlook5.

SYMPTOMS

Customer receives the following error when opening OE 4.0 or 5.0: Outlook Express could not be started because msoe.dll could not be loaded.

CAUSE

This issue can occur if the customer uninstalled Microsoft Internet Explorer 5, and then reinstalled Windows 98 to restore Internet Explorer 4.x. When this is done, Outlook Express 5 is not uninstalled and customer can end up with mixed versions.

Solution:

RESOLUTION

To resolve this issue:

Use Registry Editor to view the following registry key: KEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\Setup\Migration Delete the 100 subkey folder if it exists, and then quit Registry Editor.

Click Start | Settings | Control Panel.

Double-click Add-Remove Programs.

Click the Install/Uninstall tab.

Click to select the Microsoft Outlook Express 5 check box, and then click the Add/Remove button.

When customers receive this message, Uninstall requires at least Internet Explorer 5 to work correctly. If you continue, setup may not be able to restore the previous version of this application. Do you want to continue?, click Yes, click Yes to continue, and then click Yes to restart your computer.

Click Start | Settings | Control Panel.

Double-click Add-Remove Programs.

On the Windows Setup tab, click to select the Microsoft Outlook Express check box, and then click Apply.

Insert the Windows 98 CD-ROM when prompted, click OK, and then click Ok.

Customer receives the following error when starting Outlook Express:
msimn caused an invalid page fault (IPF) in module msoe.dll

CAUSE

This behavior can occur if the attributes of any or all of the Outlook Express *.dbx mail files are set to read only.

Solution:

RESOLUTION

To resolve this issue, remove the read-only attribute from the Outlook Express *.dbx mail files:

Click Start / Find / Files or Folders.

In the Named box, type *.dbx.

In the Look in box click Local hard drives (C:), and then click Find Now.

For each *.dbx file that is found, right-click the file, click Properties, and then clear the Read-only check box.

Click Apply, and then click Close.

NOTE: The *.dbx files should only have the Archive check box selected.

I have just loaded Front Page 2000 and cannot now access Outlook Express as MSOE.DLL cannot be loaded. I intend to give the Microsoft Help Desk some serious grief about this in the morning. Why should I or any of us have to sort out the short comings of this giant???

I have windows 95 installed on my computer.

I have read the documentation on internet explorer 5.5 and windows 95 is OK to be installed in.

when I run outlook express I got message that outlook express could not be started because msoe.dll could not be loaded
msoe.dll exist on my computer : c:\program files\outlook express and is 1065k bytes.
I need to solve the problem, so my outlook express will work properly.

I tried to do the resolution for err MSOE.DLL cannot be loaded, but when I go into my add/rem progs., it only has Mic. IE and Int. Tools...it does not list OE separately. Is there anything else I can try? Thanks.
