Outlook about ExSec32.dll

Outlook can't open,
The windows prompt:
The required file Exsec32.dll cannot be found in you path.
please reinstall Microsoft Outlook.

But I reinstall outlook, the file of ExSec32.dll be requied again. I don't know why, because I remove the old outlook then reinstall.

I don't want to reintall windows95

who can help me? thanks
