i am receiving no operating system when i try to bootup. how do i fix this.

You need to install an operation system. There are two choices when it comes to operating systems with your computer, windows and linux. Linux is a more reliable version of a stable but "welfare" windows, it's not fancy but it does the trick. Windows XP is also not bad, but it's expensive as hell. If u need help on installing an os system, just e-mail me or someone else that adds to your forum, and next time post more specs of your PC.

Did you make up and emergency boot disk? If not see the below site which has them based upon the current OS you are using.

If you can get into safe mode, perhaps a scandisk may help fix the files that are possibly corrupted.

Although you provided very little info, it appears you may have a damaged boot record or some corrupt system files.

If you can start from a floppy BOOT DISK(for the OS version you have installed), try to access an A:\> prompt.

at the A:\> prompt enter:

sys c:

If successful, a message saying: 'system files transfered' appears.
Remove the floppy and reboot.
If you still have the same problem, try again going to the A:\> prompt with the boot disk, and enter:

fdisk /mbr

If everything fails, you may need to repartition and reformat the drive and will need to get to an A:\ prompt for that. Otherwise, try setting the BIOS to boot from a CD-ROM first, and if you have the Windows Operating System CD, run the install program.

Did you by any chance just remove a virus?
If so, some of these viruses are memory
resident. Upon removal, you have to unplug
your pc for about 5 minutes to rid the
memory of the virus.
