I can open RAR files and I have not downloaded anything for it. I have Win ME and there is a facility to open zipped files but it is not enabled as standard. After a fresh install of the OS I enable it by....

START - SETTINGS - CONTROL PANNEL - ADD/REMOVE PROGRAMS - WINDOWS SETUP - scan down the list for SYSTEM TOOLS - highlight this then click - DETAILS - and put a check in the box next to COMPRESSED FOLDERS (The charactor map is also here). Click OK & APPLY as necessary.

Report back if this does the trick.
