Odd Files Flooding Windows Folder

Ive noticed my windoes folder keeps getting flooded with files all named fffdec99_{77A8D860-C721-11D5-8E0F-44455354616 and simular.

they all read as having 0 bytes and i deleted about 60 of them a few days ago and this morning there is another 20 or so there!

what are they for and how are they getting there?
