This isn't really a win9x issue but a general PC hardware problem.
Basically it seems that no power is going to the motherboard when I try to turn on the PC. Power is, however, going through the PC to the monitor. I've checked all the power wires to and from the mobo are plugged in properly.
This just started happening after the machine was turned off during a power cut. But I had the same problem before after putting a new floppy drive. That time it "just started working again" on its own for no apparent reason.
I'm wondering if its just a loose cable or something inside the PSU or something. But please let me know if you have any ideas at all as its driving me mad!

I'm a little confused as to what you mean by "Power is, however, going through the PC to the monitor." Does your monitor actually display an image or does it give you a signal error? It could actually be any number of things but it really sounds like a power supply problem. Replacing it should do the trick if that's the case. If the system is on the older side then the powersupply may be hard wired to the power switch directly. You might want to check those connections as well. A switch change or wiring harness change may be in order. If that is the case then you'll have to contact your PC maker or the maker of your case to order a new power supply. Generic power supplies won't have the harness to go directly to the switch. For newer systems, track the wire from the power switch to the motherboard. Make sure there are not kinks in it and the contacts to the board and switch are tight. It's also possible that you might have a broken connector pin on the motherboard. Good luck.

Thanks for the information. By the power going through to the monitor, I mean it is the kind of power supply that you can plug the monitor into the back of the CPU case. There is no image, just a signal error, as the PC itself is not powering up.
The power switches are connected to motherboard, but its difficult to see the back of the switches without taking the case completely apart.
Oh well, I'm going to try and take the whole thing apart and put it back together again. I think something is probably shorting out the case.

OK, fixed this now, went out and bought a new PSU and it works great. Only thing is the new one's a 300 Watts output and the old one was a 250...but the guy in the shop assured me that will be fine :\ Seems fine so far anyway!
