not reading cd-rom

A friend of mine recently had internet installed in his computer, by that i mean an ethernet card, now when he got it done some guy not really knowing what to do did it (he was supposed to be a tech) and now hes got some problems -his floppy drive does not read his disks, sometimes it says that the drive is not there and also the light on the front constantly stays on -also the computer does not even recognize that he has a cd-rom plugged in, to my understanding cd-roms are just plug in and go, no drivers,
i havent gotten a chance too look inside to see if the "tech" unhooked anything but im just wonering if there could be any other reasons for these odd problems,and how to fix them. he wants to formatt his computer but without the floppy and cd-rom working properly his basically done for thanx
