From what you are saying you have been to Control Panel/Multimedia/Audio and it is ticked there....

Type msconfig in the Run box and ensure that there is an entry for SystemTray in the Startup tab, and it is ticked.

[This is one of the "very few" reasons for this entry in msconfig, despite so many websites strangely insisting that it remains ticked].

Very odd. Sometimes Windows can be like a bad child, needs telling more than once LOL.

Try this:
Un-tick icon in Multimedia.
Reboot.
Tick icon in Multimedia.
Reboot.

Are you runnning a nortons or mcaffee
windows checkup program?

If not try deleting the rb00*.cab files
under windows/sysbackup. these files hold
your settings. Don't worry deleting all of
them won't hurt your system as long as your
system isn't crashing.

If it works be sure to reboot. This will
save a cab file that can be restored in
case of an emergency.
