no shutdown or restart

I can not shutdown or restart my PC unless from the switch. I tried many things, disable the APM, checking fast shutdown, but without use, any help?

What kind of PC. I have seen this before on some Compaq's and I fixed it by going into the CMOS power settings and disabling those.

As above, try changing the APM on cmos to off, and on Windows to on, if that doesn't work, try turning it on in cmos and off in windows

If you have a virus scanner on your system, make sure it is not performing a scan at shutdown. Also, disable the sound on Windows close and then try to shut down.
