I installed something and when I restarted my computer the recycle bin was missing. How can get it back?

Any answers?

Try uninstalling the 'something' and see if that restores it, or you could re-install Windows over your existing setup and that should do it. Some tweaking programs like Tweakui could bring it back too. There is a registry key for it but we'll leave that one alone for the moment until you've tried the above first.

Actually, on the windows 98 CD, and on the Windows NT cd there is a program called POLEDIT (Policy Editor) and it has a setting for that and more. I assume it's freeware. Use it to load the local registry, and use logic with it ;) (You could lock up your system for keeps!)
