Try this for starters
click your desktop with your right mouse button, click on Active Desktop, and uncheck View as a web page.
click Start / Settings / Control Panel / double click on the Display icon, click the effects tab and un-check the option "Hide icons when the desktop is viewed as a web pag

Your post reads to me as if you can't get far enough to try suggestion #1.
Can you confirm exactly what you are doing please?
Are you just booting up or have you just installed Windows?
If it is an install did you format first?
Was it the 16 digit code that you entered or something else?

thanks for replies. Here it is. Everything was fine while on and then it froze up,,it turned it off and back on and windows could not load,,it prompted me to enter user,,,(clicked x as usual) then asked me to enter serial number of win 98,,(thought it was gonna work),,then as it was loading up as it usually does at start up,,the box came up saying explorer could work/load. choices were click "x",,click details or click close...either way, when i click any of the choices,,it stops right there and my screen just has my wallpaper pic on screen, any advice greatly appreciated

on my last post,,i didnot state it clear that when entering serial number,,everything was fine at that point(getting ready to start)

It's very unusual to ask for key.
See if it is the same when using Safe Mode.
Mostly holding Ctrl key down when booting takes you there, otherwise tap F8 while booting. Select Safe Mode from startup menu.
If it won't go there then try again but choose one of the command prompts instead. Type
c:\windows\command\scanreg.exe /restore
and hit Return key. Choose a registry just before the problem happened.

That's after it has finished loading Windows.
What I am suggesting is right from the start as soon as you power on. It will then go to the startup menu instead of Windows from where you can either select Safe Mode or you can do the scanreg /restore by selecting one of the two command prompt options.
