My friends pc doesnt have dial up networking on it. He's got win95b on it. Can I just put the MSDUN1.3 available here on a disc and load it up on his pc? I also tried installing win98 on his pc, but the pc asks for and win98 upgrade disc. Do I have to re-format the drive and then try to install the OS?

Go ahead and install MSDUN 1.3 and you don't have to format the drive to install the upgrade.

G'day Danny, the Win95 disc should have Dialup-Networking on it, just insert the disc and open the Add/Remove Programs icon from the Control Panel and select the Windows Setup tab and highlite the Communications component and select the Details button and check the the Dialup-networking component and let Windows install it.
And as for Win98 , if you intend to install a full version you may have to reformat with a Win98 boot disc but you may also have to remove the Win95 partition first with a Win95 boot disc.
