No connection in safe mode w/networ

I'm trying to run panda anti-virus software. I need to run it in safe mode w/networking, however, my IE has no connectivity when I'm in this mode. Connectivity is fine in normal mode. I'm on a Novell network and login fine in either mode. Suggestions??
Safe mode dose not allow internet connections, Internet Explorer and anyting else that has something to do with the internet run.

When booting to Safe Mode (with Network Support), you may only see networks connected through MS Networks. It's very difficult to get Novell Netware to load this way since Safe Mode disables most drivers. You definitely WON'T be able to get an Internet Connection in Safe Mode.
