No boot after modem install

I installed a new internal modem in my pc (US Robotics)/rebooted and I get a black screen with the fan from the power supply humming. Figuring I had messed the pc up, I turned it off/took the modem out/rebooted/ and computer booted fine. So I decided to reinstall the modem and it did the same thing/no boot/removed modem and it booted as normal. I am trying to figure out if the modem bad or just not compatible with the pc.
I doubt that changing the slot will do a thing. Do you have any doc's on the modem,and or have you looked it up on the net? Is there any jumpers on the thing for IRQ?
One thing you might do is get into your motherboard bios and disable your com ports (at least temporarily) to see if this is causing the conflict.
It's also possible that the modem is just plain defective, and some failure in it is causing the problem. (You didn't actually think that the factories actually TESTED these, did you?)
