I lost the option "new" > new folder from my popup menu, I simply cannot create a new folder any more either in desktop or in window explorer.....any idea ?

This problem is with the registry. I have added things to my menu's manually in there, and it is possible for things to be deleted. You'll need to restore your registry or reformat and start over.. backing up files, of course.

If you really want to avoid the reformatting, try to track down a registry guru who can walk you though manually reinstalling it. Consider Microsoft's knowlage base and then talk to their support staff on the phone. This is this area, and you'll have to climb though a few Tiers of tech staff before you get up to a person sufficently nerdy enough to help you..

plan on devoting an afternooon to the task, either way.

ohhh...its not that bad!
assuming you have WINDOWS DESKTOP UPDATE on your puter!??and you are comfortable with messing with your registry? TRY THIS!:
navigate to...
HKEY_CLASSES_ROOT\Directory\Background\shellex\ContextMenuHandlers\New\ (Default)
add this Value for (Default):
{D969A300-E7FF-11d0-A93B-00A0C90F2719}
copy and paste it!AND back up to be sure!
