Networking Problem

Trying to connect a Laptop (Win Xp) to a PC (Win 98) but during booting the PC won’t connect to the Laptop. If I re-boot the Laptop after the PC is running the Laptop connects to the PC (using Win Explorer) but the PC won’t connect to the Laptop. Have checked all Sharing features etc. I am using Client for Microsoft Networks with TCP/IP settings of 192.168.0.1 (laptop) and 192.168.0.2 for the PC. The laptop will ping both OK, but the PC cannot ping either. However the PC pings 127.0.0.1 OK. I installed a new network PCI card (Wise) and replaced the original card (Belkin) – no difference. I also tried a new crossover cable – no difference. When I first installed the Belkin PCI card it connected OK but after a couple of days it stopped working.(Firewalls caused a problem but these were shutdown and connected OK) I installed Internet sharing using the XP Disk on the PC when they were connecting. Could that be a problem ?? Can this be reversed ?? The PC Device Manager shows the card is working properly and I have re-installed the driver. Is there anything I can do to make the PC ping the Laptop and itself. ? When I shutdown the PC it states “Connection will be lost if shutdown.” Help would be really appreciated as I don’t want to re-install Win 98 and lose all of my programs.

This might be a dumb question - but are both in the same workgroup? It has been my experience that XP can access 98's shares, but not the other way around without installing netbeui on XP.
