Nero won't copy CD

I have Nero and a LitOn 24x12x48 burner with 98SE. I can write data CD's from my HDD no problem onto CDR and I can copy that CDR with the data to another CDR. However, if I try to copy a "pre recorded" or audio CD the burn process completes without problems but when I try to read the CDR there is nothing on it?

Summary: In general cdroms below 4x won't read cd-r's. There are exceptions--I have a 2x that will read them and a 40x that won't. But I'm sure that's your problem. I stopped using those drives in computers...
