Here's a discussion of that error:

but yeah, it looks like the print head. Anything can be fixed--it just depends on what it will cost.

A printer's compatibility with 98 is going to depend if anyone wrote drivers for 98 so it might be hard to find a new one. You might be stuck looking for one at a thrift store, flea market or garage sale. (I used to have a brand new Canon I got about 10 years ago in a rebate deal. It had been sitting on a shelf for all that time. I just checked. It's not there so I must have given it away.)

Depending on what you use it for, a new laser printer might be compatible. For a new ink jet you'll probably need to call nearby retailers and ask if they're selling any 98-compatible printers.

I was able to find many brand new printers for Windows 98 on eBay. These are brand new in the box and will have everything you need to get started. HP seems to make the most printers with broad OS compatibility. I can point you to the right place, but there are thousands for sale, and only you can choose which one you want.

Simply type "Windows 98 printers" and check the box to "include in description". By doing this eBay will return results for Windows 98 if it appears within the listing's specifications:

Here's a brand new in box for only $70:

Here's another, but for quite a bit more money:
