need scanreg every reboot

My Windows98 will stop responding before the desktop appear when i boot the machine, it can be "fixed" using scanreg to retore an old registry copy. But once i use IE, even without connecting to the net. the problem will sure to occur next time i start the computer. i can enter the Safemode when the problem occurs, but i don't know how to fix it and the problem presists when booting again in normal mode.In the Step-by-step mode, i can load all the drivers, but it halts at the same place as before(the blank dos screen with nothing but a cursor, waiting for the desktop that should start within a few seconds).
So i have to keep running scanreg everytime to use my pc...
i have used the system file checker, IE file checker, reinstall some softwares, and i have also try removing the network adapter and the modem. But none of them helps.

Go back to a good copy of the registry .

Toggle F8 ( when , verifying DMA pool message comes on ) or Press
Ctrl during bootup , depends on your computor .

Select , Command prompt only .

After the C prompt , type , scanreg /restore

Follow the prompts and select a registry dated prior to the problems .

This article describes how to restore a backup copy of the Windows 98
or Windows Millennium Edition (Me) registry

thk John for replying,
using scanreg/restore only allows me to enter win98 for one time. Next reboot will sure to fail because i have used IE.
