please tell me how to restore my msoe.dll file, so i can use internet explorer again.I can't find it in my system so i assume i deleted it by mistake.

running Win2000 (upgraded) and need msoe.dll for outlook express. How do I install it if I cant open the mail program?? ( I need a stupid sign too I think)

Would reinstalling windows 98 reinstll the msoe.dll file. How does this files become missing. Could you please forward the file to me if reinstalling 98 does not work to fix this probelm.

If you are getting the error message that Outlook Express could not be started because MSOE.DLL could not be loaded and you have tried all the “official” fixes then you might be interested in how I FIXED the problem.
I am not a “techie” and I am not an “IS” guy. I’m just really good at problem solving and figured out how to fix the problem on my machine. I tried all the official fixes I could find and just went a couple of extra steps and it worked for me. Here’s what I did.

http://support.microsoft.com/support/kb/articles/q245/4/19.aspIt appears that when you update Internet Explorer from the internet it creates a file that stores the update files on your computer. Version 5.5 created a folder called “Windows Update Setup Files” on the “C” drive. Earlier versions created a subfolder in the Windows folder called “WindowsUpdate”. It seems the update to version 5.5 somehow uses files from both versions for Outlook Express that are incompatible.
Here’s what I did that worked.
1. I removed my Anti-virus program from Memory (remember to do this for all installs and restarts of the computer).
2. I removed Identities from the Registry using Method 1as explained in one of the answers above.
3. I uninstalled Outlook Express through Settings, Control Panel, Add/Remove Programs.
4. I removed the 100 subkey folder in the Registry as explained in the above.
5. I deleted the Outlook Express subfolder in the Programs Files folder of my computer.
6. I deleted the WindowsUpdate subfolder in the Windows folder.
7. I deleted the Windows Update Setup Files folder under the “C” directory.
8. I moved the subfolders under Identities subfolder (not the Identities subfolder itself), Windows, Application Data to a temporary folder. This removes all the inbox, sent box, etc from Outlook Express. After the fix was completed I put these back and all was restored. I now think this step was unnecessary.
9. I installed the new version (version 5.5) of Outlook Express by going to the url, www.microsoft.com/ie and following the instructions on the screens.
10. I then went to Add/Remove Programs in the Control Panel, clicked on Microsoft Internet Explorer 5.5 and Internet Tools, clicked Add/Remove, clicked box Add Components and clicked OK.
11. A window appears that lists all the components of Internet Explorer. It says that the items in bold do not need updating, ignore this and check the Outlook Express box. Then click next and a screen appears that asks something like do you want to reinstall anyway, click Yes. The program goes out to the internet gets the files and reinstalls the checked program. This is what fixed the problem.
12. I reinstalled my Identities by clicking on the identities icon on my desktop and all was restored.

I to reloaded Windows 98 soft ware that came with my computer and lost my Earthlink connection. I got that straighten up and my personal page says I have 24 messages, however I receive the MSOE.DLL message and I do not know where to go to from here. I know just enough about computers to get in this kink of trouble.

Look for your Win98_36.cab file on your machine. Double click the file. Another screen should come up, look for msoe.dll and left click on it. Select exctract.

I was up all night long trying to figure this thing out. I took your advice step by step AND IT WAS THE ONLY METHOD THAT WORKED FOR ME, AND I'M USING WINDOWS ME!!! True there are alot of steps in the process, but it worked perfectly! My email is working! YOU ARE A GOD! I WOULD HAVE NEVER FIGURED IT OUT ON MY OWN! To everybody having problems with the msoe.dll file, read response #31, it works..... :-)

I used to be able to read my mail but now it says that i need to load MSOE.DLL to read my mail. So please I need MSOE.DLL, I have like 6 knew messeges that i need to read but i can not until i get this!PLEASE??

Response #38 worked quickly for me:
1. On the start menu hit "find files"
containing text: .cab
look in: C2. Double clicked win98_36
3. right clicked msoe.dll, extract
4. at "choose folder" clicked on C, then program files, then outlook express
5. Hit OKJust to make sure, I searched outlook express folders and double-clicked "launch outlook express" but I'm sure it would have loaded from the desktop.

Try- Go to my computer, control panel, add/remove programs, click on microsoft internet explorer 5.5 and internet tools, then click add/remove, click add a component, then ok, (where it says communication components), put a check mark by outlook express,then hit next, it might say that it is already installed, do you want to continue? say yes, so it will reinstall it. It helped me. I was getting MSOE.DLL message, just tried it and it worked.
