what hard drive you have?
normally a hard driver has 3 jumpers

1. cable select
2. master
3. slave

you have to look at your cable also, and see if you master for master or slave for slave
Best bet is do 1. cable select

ide 2:
CDrom1 Master

Unplug all drives and reconnect them carefully.

Make sure that the cabling is correct. It's easy to install a cable in upside down. If the light on a drive stays on all the time, that's usually the problem.

Try disconnecting everything but the drive that has Windows on it and see if it will boot. If so, connect the other items, one at a time, and reboot after each. The problem item will show itself.
