NAV Autoprotect error message

When trying to boot I get an error message saying 'unable to determine the location of the configuration files'.
I tried scanreg/restore and managed to get it running long enough to get some current work off and saved but now it won't restore again.

Can you get into Safe Mode? Why did you run a reg restore for a Norton Auto-Protect error? Did you try something else first?

The reason I ran a reg restore was that I had read somewhere that it might work (and it did, temporarily) and Safe mode just gives me a screen with no icons and nothing works.

Addendum to the above, when booting into Safe Mode, it says Explorer has completed an illegal operation (or something like that) and must close - so I can't do anything there.
