Is there a place I can go to find the names of the Control Panel programs, so I can enter them or create shortcuts for them without actually entering the Control Panel. I am particularly interested in the "Add or Remove Programs" option for starters.

Control panel programs are *.cpl programs typically stored in c:\windows\system32. The one for Add/Remove programs is called appwiz.cpl.

If you are wanting to create the shortcuts themselves without opening the Control Panel it makes me wonder just why you want to do this unless someone has locked you out of there.
If you want to go straight to the Applets inside them it is a tad more tricky but there is some information on MS website from what I remember. I have some for "Internet Options".

ntengineer,
Thanks for your help. I found appwiz.cpl in the c:\windows\system folder.
You saved me BIG TIME. I was getting a program error (illegal operation pointing to Kernel32) in Explorer anytime I attempted to open Control Panel.
I have removed the errant program and all is perfect now.
Thanks again. Sandor
