When pc is restarted no communication is noticed between the cpu and the monitor while the power light on the pc is on showing the poc is trying to boot.
If pc is restarted three times the possibilty of seeing a display on monitor while the system is booting might be onces.
Please help.

was your monitor a refurb?
also, make very sure that your drivers are correct and up to date for your video card & monitor. my monitor has to be on before my PC boots for my video card to recognize it and use the correct display mode (800x600@85Hz... it's only 14"), otherwise, the refresh rate is wrong. if the default refresh rate is too high, you won't get a picture no matter how much begging, cursing, or praying you do. if your video card does the same thing mine (ATi Radeon 9600) does, make sure your monitor is on before you hit the PC's power button. try it both ways (monitor on before PC and monitor on after PC is completely loaded... wait for the HDD light to stay off for a while) a couple of times and post the results (displays, doesn't display) for both ways.
