My HP keeps rebooting Help plz!

I have a HP computer that keeps rebooting over and over.... I've tried and tested the power supplies... its so clean you could eat off the inside of it... both fans are freely spinning... I'm at a loss as to what is wrong with it...I've even thought it might be hard drive so I changed that... no dice it still booting over and over... I've tried to boot to floppy to see if its a software conflict...I cant get it to stay on long enuff to get to safemode... the only thing I can see is the MOBO has crashed... any thoughts?
If it won't stay up when booting from a floppy, it's definitely a hardware problem. Try disconnecting drives. Start with the optical drive if you have one. If that doesn't help try the cards and memory.
RAM is one of the most common reasons for this (but not the only one). You can test it by downloading a file from www.docmemory.com
You use this file to "create" a floppy (don't just put the download itself onto the floppy). You then boot up with the floppy in the drive and let it run. Any error is bad news.
If it should throw up anything shout back because it might just be RAM edge connector tarnish.
