My Desktop Icons are black and stay like that, I don't know why?

This happend a few months ago but when i exited the screen saver, the icons changed to black and white. I am running Win 95 with IE 4.0, the icons are all black in control panel, my computer,etc. Please contact me if you might know what the problem is and how to resolve it.
