When I click on the restart option in shutdown window..my computer tries to restart but gets stuck on windows 98 screen.... then other times when I click restart I get a box pop up saying windows didnot detect a mouse attached to the computer PS/2 mouse port

I don't know about the mouse problem, the shutdown: Try first: start run msconfig advanced and check "disable fast shutdown".
