I was scanning some viruses i quarantined them and one was mueexe.exe now i cant open applications i tried re installing windows but that didn't work either.i tried doing it ms dos and restarting and doing in ms dos too.those didn't work....WHAT DO I DO?

Download Reticulated Toys Rx-pack and follow instructions. The exefix will get your ability to run .exe applications back and the other utilities will help determine whether there is any other editing needed.
