I had a reply from MSN regarding how to fix MSN Messenger and Chat if you download the latest version of MSN Messenger (4.6.0082). I've copied the highlights below.
If you are having difficulty accessing MSN Chat, try the following corrective actions. We know of technical difficulties with our current Chat control, and are currently working on a fix. In the meantime, the following should help:

1. Open Internet Explorer.
2. Click on "Tools".
3. Click on "Internet Options".
4. Click on "Settings".
5. Click on "View Objects".
6. Right-click on the "MSN Chat control 4.x ".
7. Click on "Remove".
8. Answer "Yes" to the confirmation pop-up.

You may also want to delete your cookies.

1. Open Internet Explorer.
2. Click on "Tools".
3. Click on "Internet Options".
4. Click on "General Tab".
5. Under "Temporary Internet Files", click on
"Delete Cookies".
6. Answer "Yes" to the confirmation pop-up.

Open a new instance of Internet Explorer and
navigate to your preferred MSN Chat page. Join a chat to trigger a new download of the Chat control.

hello Hugger,
I think you make a mistake, as MS Messenger is using the IP/ICP protocol to connect to internet.
I think problem occur directly from your internet explorer better than configuration made directly from preference when connected.
Try to perform the "repair" option of the program to restore drivers corrupted or dammaged:
Go to control panel, open it, find "add & remove programs" icon, open it, find line "internet explorer and his tools" click on it, 3 options avalaibles, one of them is "repair" click on it, your IE will scan all the program to restore original configuration, at the end you will be asked to reboot your system... this should help...

Imp;

I'll try your suggestion this evening. I did as MSN suggested and the Chat is working fine now. But, I haven't run a repair on IE in quite a while, might be a good idea to do it anyways.
