That file should be in c:\program files\outlook express You can check to see if it is there, if not, you may need to re-install either outlook express or internet explorer. You can also go to add and removes and repair internet explorer and that might fix the problem too.

If the Repair Tool does not correct your problem, post back with the exact error message you are receiving

missing shortcut

the item "msimn.exe" that this shortcut refers to has been changed or moved . The neatest match , based on the size ,date and type ,is c:\program file \outlook express\setup50.exe.
Do you want this short cut to point to this item

Is the program in the outlook express directory?
If not, do a tools, find for the file.
If still not found - it was deleted.
What was installed just before this happened?

Further to the above, if you just re-installed windows, the registry entries are still there for OE. IEsetup only downloads and installs what you don't have. The reg entries would indicate you have it.
Try doing the full download and custom install, just selecting OE.
