msiexec.exe problem

I have been trying to install someprograms after I had formated my PC , and everytime I install the microsoft IntelliPoint 4.0 or some other softwares I get this message The MSIEXEC.exe file is linked to missing export MSI.DLL:222 I reinstall the widnows and I get the same message . could anyone help me how to solve that problem as soon as possible and I'll be thankful.
