This file is responsible for playing the Windows sounds. It usually gives errors when there is a problem with the sound card or it's drivers.

Msgsrv32.exe does many things. One of which is to load the Windows drivers at startup and unload them at shutdown.

What is the exact error message you are receiving?

I cannot laod any new programs from my cd rom, I cannot load any programs I download except through safemode, safemode does not read my cd rom though. When I go to shut down my system "hangs" and then I get the wait end task cancel box, I do the ctrl alt dlt combo and get the Msgsrv32 is not responding. If I choose to end task then my computer will shut down, thanks all for your help and time. Can I re-install 98 to fix?

I had this problem too. My computer would not boot up 4 out of 5 times until I played with the registry and now it boots fine. I don't remember what i did to help, but my cd-rom wasn't working either. The problem may be if you have a sound blaster card and an ati video card. I have a sound blaster audigy x-gamer and an ati all-in-wonder 128 pro and this seems to have caused my problem.
