MSGSRV32 not responding

I have a problem with msgsrv32 when starting the system (or rebooting) it stops responding when some sofware tries to connect to the Internet. When starting Outlook it always stops. The help on Microsofts site does not fix the problem. Any one who knows how to fix it?
